Global freight exchange – the role of customs authorities
A customs duty is a fee levied for cross-border freight exchange. Within Germany the exchange of goods is mostly free of charges. This applies for the states of the European Union, too. Goods liable to consumption taxes are an exception. Those are subject to so-called indirect taxes that are directly charged from the manufacturer or distributor. Mostly that form of tax is retrieved from the consumer by adding it to the selling price. Customs authorities are in charge of the administration of this so-called consumption tax. It applies to miscellaneous alcoholic beverages, cigarettes, coffee etc.

Customs duties have been levied as long as anyone can remember – because they are the oldest form of trade policy. Today the customs authority is the biggest authority of the Federal Ministry of Finance and is often called the “Income Administration of the Federation”.
All goods that are imported from or exported to a non-EU country have to pass the customs. In this connection a lot of formalities must be respected. Furthermore each country often holds its own conventions. For a layman it’s mostly a downright jungle that is hard to overview. The website of the customs authority is indeed clearly arranged but in any case customs specialists are required. Because if customs declarations, export documents or movement certificates are applied or filled in improperly there might be disagreeable delays or nuisances. With success: From time to time people with a vast amount of money have been caught at the so-called border triangle. Also on the Autobahn A96 officers regularly had their sight on suspicious vehicles. Here they often had the right instinct, too. The spoil grew up to 2 million per year in Lindau alone. By the way 10,000 Euro per person is the permitted amount – not more. But in recent years cash smuggling apparently has declined considerably.
