Committee hearings on Day 1 of the Summer Meeting include:

: This panel''s focus will include the use and efficacy of technology-based tools to advance responsible gaming, along with discussions on the impacts of emerging forms of gaming on problem gambling and state funding for problem-gambling organizations as well as addressing the question of how legal sports betting might impact problem gambling.

Discussions will include animal welfare issues and social pressures, as well as the supply of race horses and its impact on field sizes and racing days. Other issues will include the legal and regulatory environment for allowing experimentation and innovation, attendance trends and marketing to next generation of racing patrons.

This committee will focus on capturing Millennials and new demographics, as well as addressing the trend that lotteries and casinos are both looking for a presence online in the same states. Discussions will also focus on examining the current and future lottery model, and the potential application of new technologies.

How will new Department of Justice treat the Wire Act? Will the states pursue intrastate online gaming and how will they proceed? Updates on CA, PA and other states considering authorizing iGaming. Lessons learned from DE, NJ, NV.

Should change in policy/tenor toward gaming be expected from the Trump Administration? Will the Bureau of Indian Affairs (BIA) in a new administration remain supportive of tribes trying to get land in trust? Intersection of tribal and commercial gaming.

This discussion will focus on legal marijuana in casinos, and will consider issues of medical vs. recreational, application of current regulations, segregation of smoking lounges, licensees investing in marijuana industry, as well as state law vs. federal enforcement.





On Day 2 of the Summer Meeting, the International Masters of Gaming Law (IMGL) will hold two Masterclasses that focus on the growing prominence of retail gaming (slots in bars and taverns) and legal and regulatory issues involving emerging forms of gambling such as daily fantasy sports, Internet gaming, and skill-based gaming.

Day 3 will feature a special panel on the legal and regulatory implications of sports betting and the rising momentum to legalize the activity.

NCLGS is the only organization of state lawmakers that meets on a regular basis to discuss issues relating to gaming. Members of NCLGS serve as chairpersons or members of state legislative committees responsible for the regulation of gaming, in their state legislative houses. NCLGS does not promote or oppose gaming but is primarily concerned with the proper regulation of the industry. The NCLGS Foundation is the educational and research arm of NCLGS. The 501(c)(3) non-profit is a source of non-partisan data on issues of gaming legislation and regulation.
