LogixHealth Analyzes the Initial Measure Set Release of the Core Quality Measure Collaborative

Patients, employers, insurance companies and the government have all voiced an increasing desire to tie payments to quality and value. Medicare has developed varied, and at times disparate, quality programs. In an effort to harmonize the various divergent quality programs, Medicare and Medicaid have collaborated with the AMA, commercial insurance plans, managed care plans, physicians and consumers to set up the Core Quality Measures Collaborative. The goal of the collaborative is to identify more uniform quality measures to which the diverse payer community would commit. The collaborative used several guiding principles, including being meaningful to patients, consumers, and physicians. Importantly the measure sets should assist in reducing cost, variability, and the burden of collecting the data.

The Core Quality Measure Collaborative included a diverse group representing multiple stakeholders, including leaders from CMS, the National Quality Forum (NQF), America''s Health Insurance Plans (AHIP), physician organizations (such as the AMA), employers and consumers. The Collaborative was successful in reaching a consensus on a group of core measures, and CMS released seven initial measure sets that are listed below:

CMS already utilizes measures from each of the core sets. Commercial health plans are rolling out the core measures as well. While still a work in progress, these evidence-based measures are an important initial step in establishing increased quality measure standardization.
