In 1940 The Army 4th Division including trainees, numbered about 3000 employees and took over the area. Late in 1940 the Commonwealth Government bought 209 acres in the Ostberg Graves and Henty Families to set a long-term camp.

The US used the Balcombe Camp for rest and rehabilitation of American servicemen and it became Headquarters in 1942 for the 1st Division of the US Marine Corps. They carried beach landing exercises near Martha Point out, utilizing the boat HMAS Manoora. The HMAS Manoora was requisitioned by the Royal Australian Navy in 1939 and was built for the Adelaide Steamship Company in 1935.
After the Second World War, in 1947, The Army Apprentice School was created in the Balcombe Camp Here they trained as Electricians Mornington Peninsula, plumbers, fitters and turners, mechanics and carpenters among other trades.
In 1982 The trainees school was moved to northern Victoria and he area around Balcombe Reserve was become recreational park and a housing estate.
The first parade grounds is the car park for Mace oval along with a boardwalk has been built to the oval in the mouth of Balcombe creek.
