Oracle Solution Running on Oracle Engineered Systems Helps to Improve Quality Care for More Than 200 Million Residents in Brazil

(firmenpresse) - REDWOOD SHORES, CA -- (Marketwired) -- 04/14/15 -- Oracle (NYSE: ORCL) -- The Ministry of Health Brazil deployed running on to advance nationwide e-health initiatives designed to improve care quality while reducing costs. This is the largest enterprise master person index (EMPI) implementation in the world, covering Brazil''s entire population of more than 200 million.

In order to create a national electronic health record system and health information exchanges that serve every resident, the Ministry of Health Brazil must first ensure health data interoperability. As a foundation, it has created a highly scalable, reliable, and standards-based EMPI using Oracle Healthcare Master Person Index running on and .

Oracle Healthcare Master Person Index enables the Ministry of Health to accurately and rapidly match, deduplicate, link, and search personal records to support accurate decision-making at the point of care. Brazilian names present significant challenges when managing this process as they often comprise more than three components and there isn''t a uniform method for using a last name. To streamline this effort, the Ministry of Health''s EMPI relies on Oracle Healthcare Master Person Index to provide sophisticated filtering and matching functionality and the ability to interoperate using industry standards.

The standards-based Oracle solution also helps reduce the cost of ownership and speeds time to value by supporting (IHE) profiles and accommodating disparate IT systems within and outside of the Ministry of Health''s data infrastructure -- without complicated and costly custom integrations.

"Oracle Healthcare Master Person Index has enabled us to create the robust and scalable foundation needed to gather accurate data and effectively deduplicate national healthcare card numbers," said Moacyr Esteves Perche, director of DataSUS, Ministry of Health Brazil. "The solution is especially well suited to our massive scale and unique and complex master person index requirements. Oracle Healthcare Master Person Index has shown tangible results by identifying existing records and preventing issuance of more than half a million duplicate Cartão Nacional de Saúde healthcare cards in the first month of operation."

Oracle Engineered Systems deliver the performance and scalability required to support Brazil''s nationwide EMPI. The persistence layer in Oracle Exadata Database Machine enables extensive performance benefits to effectively support a high volume of data and transactions, including data from 3.7 billion ambulatory procedures and 11 million medical admissions annually. Oracle Exalogic Elastic Cloud delivers strength and responsiveness in real-time processing and enables the environment to scale to support millions of patients and new features and functionality as e-health initiatives advance.

"Oracle is pleased to help the Ministry of Health Brazil advance its mission to provide quality and cost-effective universal healthcare to the entire population by achieving standards-based health data interoperability," said Steve Rosenberg, senior vice president and general manager, Oracle Health Sciences. "Oracle Healthcare Master Person Index is an essential building block for building Brazil''s national electronic health record system that will help improve care quality and health outcomes, as well as reduce operational costs."

For this implementation, Oracle joined forces with CDS (CDS/NTC), a Platinum level member of Oracle PartnerNetwork (OPN), with knowledge of Oracle Healthcare Master Person Index, Oracle engineered systems, and other Oracle solutions. CDS conducted an initial bulk match-and-load process at the start of the implementation, deduplicating more than 320 million records and demonstrating the solution''s power and scalability.
