Governor Signs Golden Gate University Professor''s Bill Limiting State Prison Sterilizations
(firmenpresse) - SAN FRANCISCO, CA -- (Marketwired) -- 09/30/14 -- (GGU) Professor Cynthia Chandler drafted the Prison Anti-Sterilization Bill SB 1135, which was signed into law late last week by Governor Brown after it passed unanimously through both houses of the California legislature.
The bill bans sterilizations for birth control purposes in all state prisons, county jails and other detention centers. Other sterilization procedures are restricted to treating life-threatening medical emergencies and addressing physical ailments. Women will receive extensive counseling and second opinions before being sterilized, and correctional facilities performing such surgeries will be required to post data about the procedures online. The bill also protects whistle-blowers from retaliation for reporting violations.
Since the mid-2000s, , Director of Public Interest Programs at and co-founder of the Oakland-based prisoner rights group Justice Now, actively pushed for an end to illegally coerced prison sterilizations, gathering data and firsthand accounts from female prisoners about questionable and damaging surgeries. The group has worked closely with state Sen. Hanna-Beth Jackson, D-Santa Barbara, who introduced SB 1135.
"The governor''s signing of the bill is one, first, great step toward accountability in this gross instance of abuse of women. I plan to continue working as a Board Director with Justice Now to force the State of California to notify women who were sterilized that the procedures were performed, and to inform women in prison of their rights under SB 1135," Chandler said.
