Canadian Armed Forces to Receive New Mobile Workspaces
(firmenpresse) - OTTAWA, ONTARIO -- (Marketwired) -- 12/13/13 -- The Honourable Diane Finley, Minister of Public Works and Government Services, and the Honourable Rob Nicholson, P.C., Q.C., Minister of National Defence, today announced a contract award to DEW Engineering and Development ULC, of Ottawa, for mobile workspaces under the Medium Support Vehicle System project.
"These contracts for the new mobile workspaces will help sustain over 100 jobs in Ottawa and in Miramichi, New Brunswick," said Minister Finley. "This is good news for our Canadian Armed Forces, for Canadian workers, and for the Canadian economy."
In August 2009, the Government of Canada awarded a $130-million competitive contract to DEW Engineering and Development ULC for the provision of 895 baseline shelters. That contract has been increased and a new competitive contract has also been awarded to DEW. The new contract and contract amendments are valued at $73.5 million.
DEW Engineering and Development ULC will now be building an additional 99 shelters through a contract amendment valued at $25 million, in addition to the 895 previously ordered. Under a new competitive contract award, valued at $48.5 million, DEW will also design and "kit," or equip, 846 of the shelters with such items as power generators, tools, work benches, and electronic and office equipment. The spaces can then be used as command posts, meteorological and medical stations and workshops. The building of the additional shelters and the kitting of the shelters will be done at the company's Canadian facilities.
"Our Government is committed to providing our men and women in uniform with the right equipment they need to do their jobs," said Minister Nicholson. "These kitted shelters will provide the additional space and resources required to enhance the Canadian Armed Forces' ability to provide support to future missions both at home and abroad."
These kitted shelters are part of National Defence's Medium Support Vehicle System project, which is replacing and modernizing the army's fleet of medium-weight trucks. This will help to ensure that the men and women of the Canadian Armed Forces have the ability to provide lift and logistical support on the ground in order to transport resources where they are most needed.
First deliveries of the kitted shelters are planned for the spring of 2014. The delivery of the last kitted shelter is planned for early 2017.

BACKGROUNDER
Medium Support Vehicle System project
The Medium Support Vehicle System (MSVS) project, announced by the Government of Canada in June 2006, is replacing and modernizing a fleet of medium-weight trucks to ensure that our men and women in uniform have the ability to provide lift and logistical support on the ground, getting people, equipment and supplies where they are needed most.
The MSVS project is a complex procurement composed of four interrelated components:
Militarized commercial off-the-shelf vehicles
In January 2009, it was announced that a $274-million competitive contract had been awarded to Navistar Defence LLC to purchase a fleet of 1300 MilCOTS vehicles, including related training and manuals. MilCOTS vehicles are commercial trucks that have been adapted for domestic military operations and training. All MilCOTS vehicles have been delivered.
Baseline shelters
In August 2009, it was announced that a $130-million competitive contract had been awarded to DEW Engineering and Development ULC for the provision of 895 baseline shelters. Delivery has started and is expected to be completed by spring 2015. On December 13, 2013, it was announced that two contract amendments worth a total of $25 million were issued to DEW Engineering and Development ULC for the provision of an additional 99 baseline shelters. The contract amendments for the provision of the additional baseline shelters help to sustain 55 jobs in Ottawa.
Some of the remaining shelters will be Canadian Armed Forces operational stock, while others in turn will be used to meet the needs of other Canadian Armed Forces programs.
Kitting of the baseline shelters
On December 13, 2013, it was announced that a $48.5-million competitive contract was awarded to DEW Engineering and Development ULC to provide 846 kits to complete the conversion of the baseline shelters into functional units by equipping them with items such as tools, workbenches, electronic equipment, and cabinets. The contract for the kitting of the shelters helps to sustain a total of 50 jobs in Ottawa and in Miramichi, New Brunswick.
These kitted shelters will provide environmental protection, power and functionality for workspaces such as meteorological offices, command posts, unit medical stations and workshops. First deliveries of the kitted shelters are planned for spring 2014. The delivery of the last kitted shelter is planned for early 2017.
Standard military pattern vehicles and associated equipment
The SMP vehicle component is complex, as it includes the procurement of five variations of the SMP vehicles, as well as the in-service support component for the life of the vehicles, which is estimated at 20 years.
Industry one-on-one meetings were held in January 2013. The Government of Canada published the formal Request for Proposals in July 2013 on the Government Electronic Tendering Service, now hosted on . It will close January 8, 2014.
Vehicle testing and other government evaluations are scheduled to take place during 2014. The awarding of contracts is expected to be announced in summer 2015. The delivery of the first vehicle is expected in summer 2017, and final delivery by summer 2018.
Industrial and regional benefits
The Industrial and Regional Benefits (IRB) Policy applies to the Medium Support Vehicle System project, with the exception of the conversion of the baseline shelters into functional units by equipping them with items such as tools, workbenches, electronic equipment, and cabinets. The procurement of this conversion is subject to the North American Free Trade Agreement, and, as a result, the IRB Policy does not apply.
The IRB Policy ensures that companies that successfully win Government of Canada defence and security contracts place high quality and advanced technology business activities with Canadian industry at 100% of the value of the contract.
