"We are offering California public school districts the ability to present their employees freedom of choice in selecting affordable, quality healthcare from a trusted source that is built for and by schools in an easy to use format," said Karla M. Rhay, Ed.D., Chief Administrative Officer of . "We are proud to say we are the first member driven entity to offer this health insurance product available for public school and community college districts." For over twenty-seven years, SCSEBA has provided medical, dental, vision and life insurance benefit programs along with value added products like wellness and advocacy to public schools, regional occupational programs and community colleges.
The is designed to help district employees shop for health insurance the same way they might currently shop for other web-based products. All medical plans are offered online in a tiered format enabling individual employees to compare plans and options before clicking on their final decision. "There are four HMO choices and three PPO choices with names like Bronze, Silver, Gold and Platinum... it's really about choice for the individual member while offering the school district cost efficient plans that compete with most, if not all, other school pools across California," Linda de la Torre, SCSEBA's President explained. "Our new Marketplace exchange-like product offers simplicity, control and freedom to choose the plan that's right for them."
In order to participate in the SCSEBA Marketplace, a district must join the JPA and abide by the SCSEBA Marketplace underwriting guidelines as written for California school employees. Member districts can choose either the traditional program through SCSEBA or the new SCSEBA Marketplace plans. According to the JPA, all plans offered through the SCSEBA Marketplace meet or exceed the minimum essential benefit requirements of the Affordable Care Act. "When we introduce a new product like the SCSEBA Marketplace, our districts can be assured it has been properly vetted," said de la Torre. "One of the unique qualities of SCSEBA is that we are jointly managed by experienced leaders from both labor and management. Decisions are made collaboratively and with diversity in mind." The policy year for the Marketplace officially starts in July of each year, but there are alternative policy years starting in October and January to allow additional flexibility.
