Harper Government Cuts Red Tape in Supplying IT Professional Services
(firmenpresse) - GATINEAU, QUEBEC -- (Marketwire) -- 01/24/13 -- The Honourable Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women, today announced that the Harper Government is cutting red tape in supplying IT professional services.
In support of the initiative, announced in 2011, the resulting National Procurement Strategy for Professional Services is harmonizing all procurement tools for these services under one set of simpler business rules. The renewal process is implementing these rules to informatics professional services.
"Our Government wants to make procurement simpler where possible, faster where prudent and more flexible wherever opportunities present themselves," said Minister Ambrose. "Under the new National Procurement Strategy for Professional Services, we have reduced the web of rules in order to make our professional services procurement tools easier to use for both client departments and suppliers."
A national procurement strategy was developed in 2011, in consultation with industry and stakeholders, to improve coordination of practices and business rules related to the use of professional services within the federal government. The Government of Canada is now inviting suppliers to pre-qualify for informatics professional services standing offers and supply arrangements. Once firms are qualified, they become eligible for informatics professional services opportunities and contracts from federal departments and agencies. The Task-Based Informatics Professional Services (TBIPS) method of supply includes pre-negotiated standing offers from suppliers to provide information technology-related professional services at predefined rates, and supply arrangements that can be used to run competitions resulting in contracts to meet the needs of departments and agencies.
The types of services available under this method of supply are organized by categories and streams. As part of the renewal process, both the Cyber Protection Supply Arrangement (CPSA) and the Telecommunications Services Stream of the Technical, Engineering and Maintenance Services Supply Arrangement (TEMS SA) are being transferred to the TBIPS method of supply. The department is also moving to an electronic process for bid submissions, making it easier for suppliers to submit their offers.
Public Works and Government Services Canada is inviting all suppliers capable of meeting the requirements of the bid solicitation to submit their offer and/or arrangement for qualification under the new TBIPS method of supply.
