State Will Deploy Enterprise Accela Automation to Realize Its Vision for One-Stop-Shopping, Customer-Friendly Government

(firmenpresse) - BOSTON, MA -- (Marketwire) -- 10/23/12 -- The Commonwealth of has selected ® as the best solution to meet the immediate and long-term needs of agencies, businesses, and citizens. Commonwealth agencies, handling complex licensing and regulatory enforcement, will leverage Accela solutions to meet the goals of the State for improved customer service, transparency of information for citizens, streamlined administrative processes, and standardization of technology.

The enterprise e-licensing system will provide a single gateway for businesses and individuals to apply for and manage their business, professional, alcoholic-beverage, and occupational licenses. Using Accela Automation will lower agency costs and increase productivity by reducing license management and enforcement cycle times, streamlining business processes and eliminating outdated, legacy systems.

As planned by Massachusetts Information Technology, the project will begin with two major licensing agencies in Massachusetts, the Office of Consumer Affairs and Business Regulation, Division of Professional Licensure (DPL) and the Alcoholic Beverages Control Commission (ABCC), with plans for a future statewide e-licensing system. The Division of Professional Licensure is a Commonwealth of Massachusetts state agency, currently providing administration and support for 32 licensing boards and commissions that license and regulate more than 365,000 individuals and businesses in roughly 50 trades and professions. The Alcoholic Beverages Control Commission is an agency under the Office of the State Treasurer with an overall objective to provide uniform regulatory control over the licensing and enforcement of the sale, purchase, transportation, manufacture, consumption and possession of alcoholic beverages in the state.

The Massachusetts eLicensing Project is sponsored by the Massachusetts Capital Project Management Office. This sponsorship is based upon the provision that the eLicensing Project has the potential to become an enterprise-wide system, capable of fitting the needs of any licensing agency or municipality within the state.





Accela can provide a true enterprise solution -- one that can meet the diverse needs of all state agencies while providing a centralized, integrated data source. In Massachusetts, Accela Automation will provide the following:

™ module automates licensing and regulatory programs (including business, health professions, liquor, and occupational and professional licenses), based on an agency's unique regulations, requirements, and internal procedures. Leveraging this functionality in Accela Automation will enable the bureaus to automate nearly all facets of their licensing operations -- equally for agency managers and staff members.

™ will provide a full "business express" experience. Customers will have the ability to use a license assistance wizard to identify information needed for licenses. They will be able to easily apply, renew, and search for licenses.

Field inspections and investigations will be enhanced through the use of ™, which enables faster turnaround time than that of traditional government counter service. Accela Mobile Office extends the capabilities of Accela Automation for field-based inspections, work orders, and service requests -- giving inspectors access to all the data and tools used by back-office staff, in an easy-to-use interface. Agency field inspectors will also be supported by ™ which integrates Esri ArcGIS for Server maps with Accela Automation.
