Heijmans selected for Soesterberg Defence Museum PPP

The Netherlands Government Building Agency has definitively selected Heijmans
for the Soesterberg Defence Museum PPP project. The contract includes the
design, development, maintenance, financing, as well as the facilities
management of the new National Military Museum and the museum quarters at the
former Soesterberg military airbase. This involves a DBFMO contract covering a
period of 25 years. The integral construction, technical engineering and
infrastructural contract is valued at almost ? 160 million of which
approximately ? 70 million is for maintenance and facilities management
services.
The total project area is 45 hectares. A large museum building will be
constructed at the centre of this area. In addition, a number of existing
buildings, including several with an important historical value, will be
redesignated. Aside from the construction and the services for the museum
complex, the project also includes the layout and maintenance of the entire
planning area. The property will be opened up to holiday-makers, organized as a
nature preserve and linked to surrounding nature and recreational areas.
EMAT-based award
Heijmans developed an integral proposal that assigned priority to the quality of
all of the project's components. The plan was created on the basis of a
competitive dialogue with the customer. The high quality, based on the
Economically Most Advantageous Tender (EMAT), resulted in the best proposal and
Heijmans subsequently won this contract. The qualitative aspects are embedded in
the various elements, such as the landscape design, the architecture, the
museological design and the reuse of the existing buildings. In addition, a
hospitality concept was developed for the 25-year operating period. Heijmans
this way meets the customer's wishes: a long-term commitment to jointly making
the museum a success. Heijmans is combining the knowledge and skills of the Non-
residential Building, Technical Services and Roads disciplines for this
contract. Start on construction is planned for the autumn of 2012. Delivery is
to take place in the third quarter of 2014.
Partners in this project include Claus and Kaan Architecten for the urban
development design and the design of the museum building and the depot, H+N+S
landschapsarchitecten for the landscape design and Kossmann.deJong for the
museological fit-up. The banks involved in the financing include the NIBC and
BNG. The Rebel Group is affiliated with the consortium as financial advisor and
Stibbe as legal advisor.
The National Military Museum
The Ministry of Defence is building a new National Military Museum that will
communicate the significance of the Netherlands armed forces in the present,
past and future to the public at large. The collections from the Military
Aviation Museum in Soesterberg and the Armed Forces Museum in Delft will be
consolidated and exhibited in this museum. The new museum complex will be
situated on the premises of the former Soesterberg Air Force base. The 'Hart van
de Heuvelrug' information centre currently located on the Soesterberg Air Force
base will also be accommodated in the new museum.
