City of Winkler Officially Opens New Water Treatment Plant

(firmenpresse) - WINKLER, MANITOBA -- (Marketwire) -- 03/19/12 -- An official ribbon cutting ceremony was held today to formally open Winkler's new water treatment plant. Candice Hoeppner, Parliamentary Secretary to the Minister of Public Safety and Member of Parliament for Portage-Lisgar, joined the Mayor of Winkler, Martin Harder to acknowledge the efforts and contributions of those that helped make the project possible.

Funding for the project was provided by the Government of Canada, the Province of Manitoba, and the City of Winkler with a combined investment of $3,591,000 under the Building Canada Fund-Communities Component Top-Up program, and an additional $806,000 through Canada's Gas Tax Fund.

"The Government of Canada is proud to support projects like the Winkler Water Treatment Plant that contribute to the economy, strengthen local infrastructure, and play a critical role in improving the quality of life in communities across Canada," said MP Hoeppner, on behalf of the Honourable Lynne Yelich, Minister of State for Western Economic Diversification. "By investing in key infrastructure projects like this, we are creating local jobs and helping communities prosper."

The facility replaces the former water treatment plant, which had reached its life span, and operates with new environmentally friendly technology-treating brackish water from the Winkler Aquifer. The plant provides up to 700,000 gallons of water per day and its new location also allows for broader water distribution to meet fire protection requirements in a cost effective way.

Thanks to these investments the City of Winkler now has the necessary water sourcing and treatment ability to sustain the rapid population growth and development in the area. The plant provides a reliable supply of safe drinking water to 3,200 households in the community, and a total of 287 commercial and manufacturing establishments.

"The City of Winkler is proud to showcase this state of the art potable water reverse osmosis plant which was brought into operation on time and on budget," said Winkler Mayor Martin Harder. "This joint effort by the Government of Canada, the Province of Manitoba and the City of Winkler is an example of true partnership under the 'Building Canada Fund' for the benefit of all the citizens of Winkler."

Under the Building Canada Fund-Communities Component Top-Up (BCF-CC Top-Up), the Government of Canada and the Province of Manitoba have each contributed $18 million, with matching contributions from municipalities. In Manitoba BCF-CC Top-Up has provided a total of $54 million towards public infrastructure projects in communities with populations of less than 100,000.

Canada's Gas Tax Fund provides stable, long-term funding to local governments and other organizations to help them build and revitalize public infrastructure. This program primarily supports capital projects such as local roads, public transit, energy systems and waste management infrastructure that lead to cleaner air, cleaner water or reduced greenhouse gas emissions. Manitoba municipalities are receiving a total of $391.74 million in Gas Tax funding through agreements that are in place until 2014.
