PIPSC President Discussed Shared Services Canada at Today's Government Operations and Estimates Committee
(firmenpresse) - OTTAWA, ONTARIO -- (Marketwire) -- 02/01/12 -- Gary Corbett, President of the Professional Institute of the Public Service of Canada (PIPSC), appeared as a witness at today's meeting of the Commons Standing Committee on Government Operations and Estimates, held to review the new federal agency Shared Services Canada (SCC).
Institute members, who represent some 18,000 federal government IT professionals, are key to the success of the Shared Services Canada initiative. While PIPSC supports the implementation of the new federal entity if it is done correctly, the Institute has so far been disappointed with the progress of consultation and the limited transparency displayed by the government.
The Institute is committed to working with the government throughout the implementation phase. Yet the belated establishment of a formal consultation process has resulted in little progress in discussions aimed at ensuring that staffing actions are fair, open and transparent, or at substantially reducing the government's reliance on expensive IT contractors.
"Over the past few months, we have not received solid answers from the government in response to the questions we have raised", said PIPSC President Gary Corbett. "We have yet to see a Human Resources plan, a budget or even a business plan for SCC. At this time, it's unclear how the government can substantiate its claim that Shared Services Canada will result in substantial savings and efficiencies".
Mr. Corbett took the opportunity to express to Committee members the Institute's concerns regarding job losses in communities that depend on those jobs for the health of their local economy; the lack of progress in consultations to date; the government's continued use of external IT consultants, which costs taxpayers billions of dollars annually; and the need to ensure that SCC first and foremost serves the public interest.
The Professional Institute of the Public Service of Canada is a national union representing some 60,000 professionals and scientists across Canada's public sector, including approximately 18,000 public IT professionals.
