Miyamoto International Reports More Than 25,000 Lives Changed in Haiti

More than 85 percent of internally displaced persons (IDPs) camp population are former renters. The renting assistance program is successfully moving the IDP population to the green-tagged, safe-for-occupancy buildings. However, the availability of green-tagged buildings is limited to approximately 50 percent of the total building stock.
The Ministry of Public Works, Transportation and Telecommunication (MTPTC) damage assessment program identified more than 120,000 buildings as or damaged/limited entry. These buildings need to be repaired to qualify for the rental assistance program, and provide safe homes to the estimated 500,000 people currently living in dangerous yellow-tagged houses.
The MTPTC yellow-tagged repair program is well established and have been repaired so far, affecting at least 25,000 people in various communities. The program is executed by local small contractors and quality controlled by the MTPTC, supported by Miyamoto International. The partner organizations include Pan American Development Foundation (PADF), United States Agency for International Development (USAID), Clinton Bush Haiti Fund, European Commission Humanitarian Aid & Civil Protection (ECHO), Caterpillar Foundation, American Red Cross, United Nations Office for Project Services (UNOPS), Development Alternatives, Inc. (DAI), and Adoration Christian Centre. To repair one house, it typically costs US$2,000-2,500 and takes about four days to complete.
The heart and soul of this program is capacity building and economical development. Local contractors and suppliers are identified, trained and monitored. More than have been trained and are hired by the local contractors. This program not only provides safe housing, but is advancing the future of Haiti.
This critical community development program is designed as a scalable process. Currently under this program 1,000 houses are repaired per month. This number can be increased to 5,000 or as many as 10,000, houses per month. In the scaled-up version of the program, all 120,000 yellow-tagged houses can be repaired within 12 to 24 months. This will allow the rental assistance program to accept repaired yellowed-tagged houses, and positively affect the safety of more than 500,000 people.
High-density living houses, which consist of 3- to 4-story buildings, need to be constructed to address more than 50 percent of the camp population. These buildings will be built in the zones where it is safe, and proper community infrastructure and services can be established. This program will deliver "built back better" and new economic activities. The redevelopment funding concept can be used to facilitate an investment with measurable ROI. Quality control of these buildings will be a major issue but properly trained local contractors can execute this with the oversight of trained MTPTC engineers, typical of building practices and code enforcement in other countries.
