The Governments of Canada and the Dominican Republic Announce the Conclusion of Labour Cooperation Agreement Negotiations
(firmenpresse) - SAN SALVADOR, EL SALVADOR -- (Marketwire) -- 10/31/11 -- The Honourable Lisa Raitt, Canada's Labour Minister, and the Honourable Francisco Dominguez Brito, Dominican Republic's Minister of Labour, today announced the successful conclusion of labour cooperation negotiations between the two countries.

"Our government is happy to have worked closely with the Dominican Republic's Ministry of Labour to develop the first global stand-alone Labour Cooperation Agreement."

The Canada-Dominican Republic Agreement on Labour Cooperation is one of the most comprehensive labour cooperation agreements to date and the first globally to enforce labour obligations that are not linked to a free trade agreement.
Canada and the Dominican Republic have established a strong and highly effective working relationship through participation in the Inter-American Conference of Ministers of Labour (IACML). Since 2009, the Dominican Republic has received nearly $645,000 in labour-related technical assistance programming from the Government of Canada.
BACKGROUNDER
Canada-Dominican Republic Agreement on Labour Cooperation
In 2007, Canada entered into negotiations with the Dominican Republic to secure a free trade agreement and parallel agreements on labour and the environment. While trade negotiations have not yet concluded, a stand-alone labour cooperation agreement (LCA) was successfully negotiated in June 2011.
The labour agreement with the Dominican Republic is similar to Canada's LCAs with Colombia, Peru and Panama. It includes robust labour-related obligations and provides an open, transparent, and streamlined dispute resolution mechanism to guarantee compliance. If required, monetary assessments can be imposed on the party that fails to comply with the labour obligations.
Labour Cooperation Agreements
The Government of Canada supports improvements to international labour conditions and promotes fundamental labour rights through the negotiation and implementation of LCAs in parallel to its free trade agreements. The LCAs seek to improve working conditions and to protect and enhance workers' rights. Through these agreements, participating countries commit to effectively enforce their own labour legislation, to cooperate on labour matters, and to promote key labour principles.
Through the development and implementation of trade-related LCAs, Canada aims to address the labour dimensions of economic integration and to promote respect for fundamental labour principles and rights.
