SCENART - Support for Skills Improvement in the Romanian Performing Arts - SENART - 3.5 Mill. EUR received by National Operetta Theatre from an European body - SENART - to become an independent training academy for performing arts, the first one of its kind in Romania.
(firmenpresse) - SCENART is a project initiated by the National Operetta Theatre “Ion Dacian” in Bucharest in partnership with Accademia Teatro alla Scala from Milan and is the first project dedicated to the developing of the human resources and labor market of the performing arts in Romania.
The project is co-financed from the European Social Fund through the Sectorial Operational Program for Human Resources and its approved value is 3.5 million EUR, representing one of the largest funding received by a theatre in Romania from a European body and a premiere for a cultural institution.
The project is the first strategic project in Romania aimed at training and improving the skills of the professionals working in the performing arts fields and it fills a major lack in the educational and working environment in Romania, because most of its specific professions (like light designer, sound designer, cultural manager, marketing manager an others) are poorly or not at all represented in special education programs of study.
The problem that the project aims to handle is to create a training center where professionals from the performing arts field can attend training courses and, most importantly, can obtain a qualification for their profession that they can afterwards use to enter a higher payment and qualification level. The first steps in this direction have already been made, as the 16 courses that will take place from June to December 2010 will be certified by the National Center for Certification, the only legal institution in Romania for certification. This certificate, obtained after an evaluation process, theoretical as well as practical, will certify the level of professional skills and could be used further on for professional acknowledgement, evolving in this way towards a system based on competences and quality in the work process.
Following the whole three-year period, the final goal of the project is to become an independent training academy for performing arts, representing from this point of view a pioneer activity, the first one of this kind in Romania.
The project started in October 2009 and will last three years, until October 2012 evolving in four stages. The first stage (A1 - Analysis of the different profiles of performing arts professionals from Romania) implied an institutional analysis and study of the performing arts labor market in Romania and lasted six months, from October 2009 until March 2010. The research made was is realized with the methodology and the expertise of specialists from the Accademia Teatro alla Scala and consisted of interviews with professionals from the National Operetta Theatre "Ion Dacian" and at least four other theatres in the country: Metropolis Theatre in Bucharest, the National Theatre in Târgu Mureş, Brasov Opera and the National Opera and Ballet Theatre "Oleg Danovski " in Constanta.
This activity resulted in a first report on the status of this sector of the labor market, skills and abilities, problems and solutions for human resources development. The SCENART report emphasizes, first of all, the importance of the evolution towards a system based on competences for all the professions included in the performing arts field. The study also revealed the importance of on the job learning, but also of theoretical learning about the job, in order to better understand and be able to develop one’s skills. The findings of this study are the starting point for establishing the training activities from the next stage.
The second stage (A2 - Improving the competences of the employed personnel of the beneficiary through specific training modules) started in April 2009 and ends in January 2011 and consists of several training courses for the employees of the Operetta staff, coordinated with the support and experience of leading professionals from La Scala in Milan.
As a result, in the following period, a number of courses will be held for the following professions: light designer, electrician, stage-hands, sound designer, make-up, wiggery, stage direction, tailor, assistant direction, props, delegate producer, dress keeper (June-July), artistic secretary, labour protection, video direction, performance organization (September) and orchestra (December).
The result of this activity will be the training of at least 40 artists, 18 people from the technical department, 36 of the administrative department, meeting, in this way, the training needs for the specific jobs and introducing the people working at the Operetta in Bucharest to a new way of learning and a new way of dealing with their problems on the job.
At the end of this activity, a number of heads of departments selected by the performance achieved during the training phase continue their training with an internship at La Scala in Milan in order to make transfers of knowledge and good practice. They, in turn, will also offer training during the third stage to all the departments of at least four theaters in the country.
The third stage (A3 - Improving the skills of professionals from associated theatres, participants in the initial analysis activity by conducting specific external training modules) which lasts between February 2011 until January 2012 consists of external training and takes place in the theatres that participated in the analysis phase: Metropolis Theatre in Bucharest, The National Theatre in Târgu Mures, Brasov Opera and the National Opera and Ballet Theatre "Oleg Danovski" in Constanta. The result of this activity is the formation of at least 120 artists, 80 in the technical department and 100 people from the administration, that will go through the same steps as the employees of the National Operetta Theatre.
In the final stage (A4 - Promoting flexicurity for vocational cycles of reduced activity in the field of performing arts in particular to ensure active aging), that lasts from February until September 2012, the National Operetta Theatre “Ion Dacian” in collaboration with the Accademia Teatro alla Scala in Milan, will conduct a new test activity to promote flexicurity for those vocational cycles of reduced activity in the field of performing arts, especially for ensuring active aging.
This analysis considers the identification of problematic professional profiles and good practices in retraining those who have jobs with low activity cycle. However, this activity consists also in a comparative study between European practices in this area and the situation in Romania. The result of this activity is a report of analysis and comparison, and a series of pilot experiences for professional reorientation.
Besides the main activities, the project aims not only at training the professionals working in the arts field, but also encouraging the creation of a synergistic network between the National Theatre of Operetta "Ion Dacian” and other institutions (academies, training centers, theatres, operas, public institutions and trade unions) to develop sustainable activities with an important social component in the performing arts field.
Having completed all these stages, the National Operetta Theatre in Bucharest is responsibly contributing to the development of performing arts labor market in Romania and using the experience and training of one of the most prestigious performing arts institutions in the world, recognized internationally as a brand and a guarantee for the value and professionalism in the field– La Scala Theatre and Accademia Teatro alla Scala – to train and improve the skills of Romanian professionals in the performing arts field.
